1. What are the goals of the Innovative Clean Energy Fund?
The key goals of the fund are to:
- Address specific British Columbia energy and environmental problems that have been identified by government.
- Showcase B.C. technologies that have a strong potential for international market demand in other jurisdictions because they solve problems that exist both in B.C. and other jurisdictions.
- Support pre-commercial energy technologies that are new or commercial technologies not currently used in B.C.
- Demonstrate the commercial viability of new energy technologies.
2. What is the definition of pre-commercial technology?
Technologies in the pre-commercial stage have moved beyond basic research and prototype development, but have not yet been proven at the commercial scale. The purpose of the pre-commercial stage is to demonstrate the performance of the technology, and establish the commercial business-case for the technology.
3. What types of projects does the ICE Fund support?
Examples of projects considered for support include:
- Projects to reduce the environmental impact of energy production, generation, storage, transmission, delivery, provision or conversion
- Renewable resources (e.g., biomass, ocean/hydro, solar, wind, geothermal)
- Improvements in the development and use of non-renewable resources (i.e., conventional and unconventional oil and natural gas)
- Energy carriers and storage (e.g., hydrogen, fuel cells)
- Gasification
- Carbon capture and sequestration
- Emissions management
- Energy systems integration
- Power measurement and management
- Energy efficiency and conservation
- Transportation (e.g., engine, vehicle and alternative fuel technologies)
- Fuels (e.g., biodiesel and ethanol),
- Waste energy capture and utilization.
4. I haven’t yet raised all of the other funding necessary for my project; can I still apply for and receive ICE Fund support?
Applicants who have not yet secured all of the necessary project funding can still apply to the ICE Fund. If the project is approved, ICE Fund contributions are conditional upon the confirmation that total project funding is secure.
5. What is the approval process for ICE Fund projects?
All applications are reviewed by ICE Fund staff and may be reviewed by external business and technical reviewers. Recommendations for approval are then reviewed by the ICE Fund governance committee and Cabinet.
6. If my project is approved, will the ICE Fund advance me funds so I can get the project started?
No. The ICE Fund operates on a cost-reimbursement basis. Before projects can receive reimbursement, proponents must sign a contribution agreement with the Province that describes project milestones, dates and eligible costs. Contribution agreements will not be signed until all other project funding is confirmed and necessary permitting processes and stakeholder consultations are complete.
7. If my project is approved but my costs go up, can I ask for more support from the ICE Fund?
Projects will only receive the amount they are approved for as identified in the original project application.
8. Are there costs the ICE Fund will not reimburse for?
Some costs are not reimbursable under the ICE Fund. They are listed in the
Applications Requirements document.
