Tax Credit Budgets

All equity authorizations may be suspended at any time with limited notice.  Please advise your investors that once the tax credit budget limit has been reached an investment in the Venture Capital Corporations or Eligible Business Corporations will not qualify for tax credits.  

The tax credit budget is limited by Section 29.1 of the Small Business Venture Capital Act and Section 21 of the Regulations. Due to high program demand, Venture Capital Corporations and Eligible Business Corporations are encouraged to advise investors interested in receiving a tax credit to complete a share purchase report as soon as possible for the VCC or EBC to submit. Tax credit certificates will only be issued on investments made before the tax credit limit has been reached.

Allocations are not guaranteed.  Only share purchase reports entered into eTCA will be recorded against the available tax credit budget.

 eTCA - Electronic Tax Credit Application System

The electronic tax credit application, known as eTCA, is a system that allows eligible companies to submit online investment data to the provincial government and to retrieve tax credit certificates for their investors quickly.

Before the eTCA, companies sent their investor information to the Investment Capital Branch.  Ministry staff entered the information into a computer system, then printed and mailed the tax credit certificates to individual investors. Now companies can submit data on their equity capital investments to the branch and receive tax credit eligibility status electronically right away for their investors, saving time and processing costs. 

The eTCA is accessed through the BCeID Online Services Directory.  Each VCC and EBC must register for a Business BCeID account before they can begin entering their investment transactions.  You must be an authorized representative of your organization to obtain a Business BCeID.  All Business BCeID registrations are initiated online. Depending on the business type and information provided, the process will be completed either online, in-person, at a BCeID point-of- service, or with help from a BCeID registration analyst.

After you have your Business BCeID, contact your portfolio manager for your personal identification number.  You will use your registration number and PIN to enter and retrieve investment information in the eTCA.  You should take the same steps to protect your organization's PIN as you would other sensitive identification numbers.  Disclose your PIN only to those who need access to the eTCA.  If you suspect your PIN has been compromised, please contact your portfolio manager.

Single-Year Allocations for 2009 Tax Credits

Please contact your portfolio manager for an equity authorization to raise capital under these budgets.

Note that 25 per cent of the budgets have been reserved for release on Sept. 1, 2009.
